Tara is blindfolded and tied on a and already topless. A masked man comes in and takes off one of her knee high boots to reveal her foot in a knee high nylon sock. The masked man wakes Tara up and she pleads to be freed but the man has different plans for Tara. She is the mayor's step-daughter and unless his demands are met Tara will not be let go. He begins tickling Tara's foot and Tara can't help but laugh. He uses his fingers to tickle her then he uses a toothbrush and then he uses a hair brush which really makes Tara laugh loudly and uncontrollably. He then pulls down Tara's pants and starts spanking her bare ass. Tara yelps in pain and begs for him to stop. He does but only to knock her out again. He removes her other boot from her body.
Awhile later Tara is naked, but still blindfolded and tied on the bed wearing her knee high nylon socks. The masked man comes back in and starts to spank Tara to wake her up. Her ass turns pink and she pleads to be let go. But the man just takes off one of her nylon socks and starts to tickle her. He alternates between tickling her socked foot and her bare foot with his hands, the toothbrush and the hairbrush. He Tara to tell him which tickles her the most and at first she fights it but she finally gives in and tells him. He speaks directly to the camera threatening the mayor to meet his demands. As the tape ends the masked man spanks and tickles Tara some more and the poor girl doesn't know whether to cry or laugh.
